Colombia’s Country Package for Forests, Climate and Nature seeks to align the country’s forest, climate, biodiversity, and sustainable development priorities with concrete investment opportunities. The initiative builds on Colombia’s broader transition agenda and focuses on strengthening the financial architecture needed to support conservation, restoration, sustainable production, climate resilience, and biodiversity-positive development. Through this project, CSF Colombia is supporting the development of the financial tools component of the Country Package. The work is being carried out in coordination with Conservation International, the Ministry of Environment and Sustainable Development, and other public and financial actors, with funding provided through the Seed Fund, a multi-donor fund administered by Conservation International. CSF’s role is to help translate the Country Package’s technical and policy priorities into practical financial instruments and resource mobilization tools. The project includes a diagnostic of existing financial mechanisms, an assessment of financing gaps in prioritized initiatives, and the preliminary design of at least four financial instruments aligned with Colombia’s climate, biodiversity, and sustainable finance frameworks. The work will also evaluate the viability of the selected instruments through financial modeling, scenario analysis, risk assessment, and validation with priority projects such as Conservar Paga, restoration in Caquetá, mangrove conservation, and Clean Islands. These analyses will help determine which mechanisms are most appropriate for different types of interventions and what conditions are needed for their implementation. In addition to the technical and financial analysis, the project will prepare a resource mobilization package for donors, cooperation agencies, public institutions, and private sector actors. This package will include project sheets, a donor presentation, financing pathways, verification of counterpart contributions, and templates to support partner engagement. By supporting Colombia’s ability to identify, structure, and present credible financial instruments for forests, climate, and nature, this project will contribute to a more actionable and investment-ready Country Package. Its final outputs will provide decision-makers with a clearer roadmap for mobilizing resources, coordinating institutional roles, and advancing implementation of priority conservation and climate actions across the country.
