Design of TFCCA Program Impact Monitoring and Baseline Data Collection

In July 2024, the US and Indonesian governments signed a $35 million debt-for-nature swap (TFCCA) to conserve coral reefs across three priority seascapes. The first grant cycle awarded funding to 55 institutions in 12 provinces but no standardized system existed to measure ecological and socioeconomic change across such a diverse portfolio, or to track results over the program's roughly nine-year lifespan.

CSF Indonesia (YSKI) is leading a consortium with Reef Check Indonesia to design and implement TFCCA's national impact monitoring system and collect baseline data. CSF Indonesia leads the socioeconomic methodology, including Outcome Mapping Matrix, Governance Scorecard, Most Significant Change stories, and an SROI-Readiness Framework, covering all 55 grantees, while Reef Check Indonesia leads ecological baseline work, including primary surveys at priority "sentinel sites" selected using the international 50 Reefs / Bio-Climatic Units framework.

At the end of this engagement, the Oversight Committee and Administrator will have a credible, jointly-owned baseline that can be repeated at the mid point and end of the project to track the impact of the program. Grantees will be equipped to monitor independently, using instruments built into their existing reporting. Findings will inform future grant strategy and site prioritization, and baseline data will feed into Indonesia's national marine conservation data systems.

The overall goal is to strengthen the long-term resilience of coral reef ecosystems and coastal livelihoods across three globally significant seascapes in Indonesia and ensure that Indonesia's debt-for-nature investment produces measurable, accountable outcomes over a decade of implementation.

This project is funded through the Tropical Forest and Coral Reef Conservation Act (TFCCA) debt-for-nature swap between the Governments of the United States and Indonesia and administered by Konservasi Indonesia.
